When is a task large enough to need a goal?

For a five-minute edit, creating a formal goal feels heavy. For a multi-day refactor it is useful. What threshold are people using so the Skill helps without slowing down ordinary work?

I use it when the task will cross a session boundary or when someone else needs to judge whether the work is done. Small edits usually need a checklist, not a goal.
My rule is similar: use it when there is meaningful ambiguity in outcome, scope, or ownership. File count and estimated minutes are weaker signals.
The handoff test is a useful distinction. I will try that instead of using a fixed time estimate.
